Decision rights must be explicit. Override must be protected. Documentation must preserve reasoning. These are not aspirational principles. They are governance requirements. And the institutions that build them first will be the institutions where the best clinicians want to practice — because those institutions will have answered the sovereignty question correctly.
The clinician is not a node in the algorithm's workflow. The clinician is the reason the patient is there. Governance must reflect that truth — or the technology, however brilliant, will erode the very judgment it was built to support.
